1. PROJECT MANAGER

Job Summary:

The position holder is to provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of the project under his/her responsibility in line with CARE’s vision, goals, and program principles, standards, approaches, and Long-Range Strategic Plan. In consultation with the supervisor and in collaboration with the project staff and partners she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan, secures qualified staff, and ensures that an appropriate monitoring system is in place to track progress and deviations of project implementation. To promote the highest level of staff performance the PM ensures that all supervisors provide coaching and counseling to the project staff. The position holder establishes and maintains effective working relationships with key government partners and NGOs working in the same geographic areas.

Skill and educational background

BA Degree in Law or equivalent.
5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree. working on livelihood, youth employment, Women’s Economic Empowerment, dignified work, factory-related interventions such as life skills programs, and gender transformative interventions.
Desired:

Experience in a development-oriented NGO environment.
Technical Skills:

Proficiency in verbal and written English and Amharic.
Operational planning, budget planning and management, monitoring and evaluation, report writing.
Proficiency in standard office software packages.
Excellent communication and interpersonal skills.
Demonstrated leadership ability to inspire and empower others.
Demonstrated technical and managerial ability, sound judgment, and ability to interact and work effectively with others at all levels.
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, and transparent and participatory management.

2. ADMIN ASSISTANT – PROGRAMS

Job Summary:

The position holder is to provide key support in structuring and managing complex relationships between diverse group of constituents in coordinating program and administrative details. Under the overall guidance of the COP and supportive supervision from the Project Officer, the Program and Administrative Assistant ensures effective and efficient functioning of the projects, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made.

The incumbent provides support to the overall financial management of the project. S/he also plays the role of a liaison person with unit covering all programmatic issues and ensures the smooth running of the projects.

Skill and educational background

College/university degree in Accounting, Management, or related fields.

Experience: 2 years of relevant work experience for diploma holders or 1-year relevant work experience for first degree experience as program admin assistant, procurement, financial management or related work.

Technical Skills:

Computer skills (MS Office, including Word, Excel, and PowerPoint)
Coordination skills
Excellent communication skills in written and spoken English
Strong organizational skills and ability to act in a professional and ethical manner.

3. PROJECT OFFICER – MARKET AND CASH BASED

Job Summary:

The position holder is a key player in executing the planning, implementing, coordinating, financial service provider evaluations, and cash transfer beneficiary targeting, monitoring and evaluation of market and cash-based interventions in CARE’s JEOP operational areas. The incumbent will station in CARE’s JEOP project areas of Borana, East Hararge, West Hararge and Tigray. The officer collaborates closely with local partners, government offices, and financial service providers to ensure the successful implementation of Cash Transfer Programming (CTP) and the attainment of project objectives.

Skill and educational background

BSc degree in agriculture, disaster risk management, sustainable development, or economics.
Training on project cycle management, SPHERE, CTP.
Desired:

MSc degree in agriculture, rural development studies, disaster risk management, sustainable development, or food security and livelihood studies, economics.
Training on project cycle management, CTP, SPHERE.
Experience:

3 years of related experiences for BSc degree and 2 years for MSc.
Desired:

Field experiences with rural communities and IDPs.
Knowledgeable about the project areas.
Technical Skills:

Communication skill.

Proficiency in English, both verbal and written, and knowledge of the local language.
Computer proficiency.
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.
Desired:

Knowledge and practical application of Cash Transfer Programming guidelines and tools.
Knowledgeable about Project Cycle Management, Participatory tools and techniques.
