1:Regional Grant/Finance Coordinator
Objective:

To Support Finance Directorate of the Oromia Regional Health Bureau in utilization and monitoring of financial resources and harmonization of donors support.

Summary of Duty:

The Regional Grant/Finance manager is responsible Coordinate communications between Regional Health Bureau, MoH and development partners concerning financial assistance, monitor health sector financial utilization, prepare and submit performance reports, cash flow statements.

Duties and Responsibility:

Develop disbursement plan and facilitate disbursement of funds;
Budget control-monitoring of expenditures and ensuring that all expenditures are within the approved budget.
Prepare accurate and timely financial report to appropriate bodies;
Maintain long term and short-term cash flow projection to better monitor the cash balance;
Ensure that the account are ready for external audit;
Ascertain that audit findings and recommendations are taken care of;
Ensure that the FMOH advances accounts are reconciled with regions and agencies;
Coordinate the implementation of accounting and accounting control procedures;
Analyze and review budget and expenditure, Monitor and review accounting related system report for accuracy and completeness;
Prepare and review budget invoice and other accounting documents;
Ensure compliance with the financial management and grant management requirements of donors;
Resolve accounting discrepancy;
Recommend, develop and maintain financial data base, computer software systems and manual filing systems;
Harmonize financial reporting system of government and SDG funds;
Supervise the input and handling of financial data and report
Interact with internal and external auditors in completing audit;
Reconciliation and liquidation of funds;
Other duties as assigned.

Duration: The contract will be for one year (12 months), with possibility of extension subject to performance and budget availability

Skill and educational background

MA/MSc/MBA Degree in Accounting and Finance or Business Administration and 10 years’ with proven experience.
At least 6 years relevant experience as senior accountant is mandatory.
Both the Civil service and MoH/RHB Human Resource Development rules and regulations will be applied to guide the day to day services of the grant manager.
As new priories emerge, MoH/RHB may periodically revise the TOR for this position
