1: Finance Officer

Job Summary:

The purpose of the position is to ensure that all financial transaction of the program area will be captured in the system; all tax related commitments are settled and ready for future reference. Accordingly, the position holder is responsible for all record keeping, reporting and compliance issues of program / project. Finance officer is responsible for effective financial management among others: support the coordinator in planning, recording transactions in company’s financial system, meeting compliance issues and financial reporting of all emergency related funds. Financial measures or statistics relevant to post such as budget; list of direct and indirect reports.

The post holder is responsible for all record keeping, reporting and compliance issues Development and Emergency funds. He/ She is directly accountable for cashiers.

Duties and Responsibilities:

Review: 

  • payment voucher, cash receipt, withholding tax voucher for suppliers, purchase order, journal vouchers and submit the hard copy to be approved.
  • Follow all financial documents in SAP system are daily posted when they are reviewed and approved.
  • Prepare cheque after checking all financial documents are reviewed & approved.
  • Keep filling systems in which documents could be readily available, easily traced and ensure that all documents fulfil the appropriate source document.
  • Conduct surprise cash counts handled by cashiers and report to the Program Area Finance Coordinator on regular basis.
  • Keep separate records of all fixed asset purchase with Emergency Grant funds.
  • Responsible for the timely settlement of all cash advance and report to the Program Area Finance coordinator if there is any delay;
  • Perform timely payment of Tax and Pension fund specific to Field emergency offices.
  • Engage in partnership document review and liquidation/ when necessary.
  • Replace the task of the Programe Area Finance coordinator in their absence/when necessary.
  • Performs any other duty assigned by his/her immediate supervisor.

Coordination and networking:

  • Participate in the emergency networking and coordination forums with local government officials, NGOs, and other stakeholders in the area of WASH emergency to draw important lessons, information and knowledge for the project efficiency and effectiveness.

Dealing with Problems:

  • The post holder will engage in various Emergency related transactions processing coming from programme coordinators and this needs strong knowledge of case management and how to prioritize the same.
  • Perform any other related duties as assigned by immediate supervisor

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI):

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

Skill and educational background

  • BA Degree or Diploma in Accounting/Business Management & related fields with five years of practical experience in the position in similar organization.
  • 3 to 5 years of relevant work experience out of which 1 year at supervisory level
  • Sound analytical and problem-solving capability;
  • Ability to influence others’ behaviour through effective relationship building; through current knowledge and understanding of relevant policies, frameworks etc.
  •  In-depth knowledge of project processes, procedures, and systems.
  •  May require ability to communicate technical concepts clearly to a non-technical audience.

Knowledge:

  • Basic knowledge of Finance role.
  • High level of communication both written and oral.
  • Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.

Skills:

  • Grant management and reporting skill.

2: Project Manager

Job Summary:

The project Manager is responsible to lead and coordinate the overall implementation and management of Plan International Ethiopia Projects targeting displaced populations (primarily focusing on children, young boys and girls, women and other vulnerable) and hosting communities in the North Western Zone of Tigray Region. This role involves also an engagement in the rehabilitation and recovery projects operational in the zone and other nearby geographical areas. The position holder will be responsible to providing guidance and support to Project Officers in the thematic areas of Child Protection, Education, and WaSH sectors. Additionally, the position holder will be engaged in the management of support systems run by Plan International Ethiopia to smoothly implement its projects in the area of response in relation to the specific project. As this position

involves both managerial and technical roles, the Project coordinator will be managing all the staffs under him/her for timely planning, implementation and reporting of planned activities.

Duties and Responsibilities:

Main components of the position Ensure the technical soundness, appropriateness and general quality in project design and planning Provide leadership into the project planning, implementation, monitoring and evaluation; assess the  outputs, outcomes and impact of program interventions and activities in the program unit and Oversee project implementation. Skill and educational background

  • Bachelor’s Degree in Sociology, Law, Political Science, Public Health and related fields.
  • Minimum 7 years plus relevant experience and of which at least 3 years in managerial position with NGOs in leading programs/ projects or demonstrated equivalent combination. The post holder should be experienced in the management of emergency response and recovery projects in the areas of Child Protection, Gender Equality, Health/Nutrition, WaSH, Education, Food Security & Livelihoods and the others.
  • Depth and breadth of knowledge of Plan’s global and national strategies and policies.  Ability to communicate effectively and authoritatively on area of expertise.  Ability to develop effective working relationships across a network.

3: Technical Coordinator

Job Summary:

The Project Coordinator will be the first point of contact in WWA structure with the intervention areas. The coordinator will therefore, provide oversight to the overall planned activities, human and material resources. S/He will also be leading the formation and nurturing of partnerships with Government, Private, NGO and other key (and potential) partners operating under their respective operational areas. S/He represents WWA and PI with different coordination meetings, review meetings, and joint site visits.

As this position involves both managerial and technical roles, the Project coordinator will be managing all the staffs under him/her for timely planning, implementation and reporting of planned activities.

Duties and Responsibilities:

The post holder will report to USAID WWA Activity Technical lead. He/she is responsible to prepare and develop annual/quarter work plans and reports of the project. He/she establishes and nurture strong partnership with local government partners, Community level structures, IP partners such as IPDC & EIC, and other key stakeholders. Lead and coordinate the team under him/her for highest performance.

Main components of the position design, implement and reporting of project activities as per the agreed standards and quality. Partnership management and networking of key government, community as well as Industrial Park stakeholders of the project is also the responsibility of the Technical Coordinator.

Accountabilities and Main Work Activities

Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.

Project design, implementation and reporting (40%):

  • Prepare and develop annual and quarter work plans;
  • Ensure proper and timely implementation of planned activities;
  • Monitor expenditure on a monthly basis to ensure spending is on track, and ensure forecasts are updated based on activities and in compliance with donor regulations.
  • Take a lead in the development of new/emerging initiatives or activities as part of the WWA’s adaptive management process;
  • Represent WWA Project in the implementation area and in regular meetings with key stakeholders;
  • Provide regular and status updates to the TL and WWA team as required during catch up meetings and team meetings;
  • Good understanding of enterprise development and access to finance;
  • Good Understanding of Monitoring, Evaluation, and learning concepts and practices;
  • Applying evidence-based strategies, methodologies and approaches to workforce development, and decent work;
  • Coaching and training of colleagues on key concepts of ES, Gender, Workforce development, SRHR
  • Any other tasks as may be required for operational support directed by the line manager or designate.

Reporting and knowledge management (20%):

  • Prepare periodic programmatic reports and submit to WWA TL; also prepare government reports submits timely as per the government template;
  • Closely engages with community and welcome centre coordinators in the preparation of annual work and budget plans.

Partnership management and networking (20%):

  • Establish and nurture strong partnership with local government partners, Community level structures, IP partners such as IPDC & EIC, and other key stakeholders;
  • As this project may require collaboration with BHA, the role holder is expected to nurture a seamless collaborative engagement with PIE BHA project manager or responsible person to ensure timely delivery of planned activities.

Monitoring and Evaluation (10%):

  • Practices evidence-based management using research and analytical skills.
  • Organize and undertake training with collaborating partners on M&E as required.
  • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant
  • Provide the TL with management information she/he may require.

People management (10%):

  • Lead and coordinate the team under him for highest performance;
  • Understand the people in the team, their personalities, their motivations and personal goals

  • Experience in managing people as this position has predominantly a managerial role
  • Prior experience working with local governments and stakeholders in implementation of projects, including hands-on partnership management skills.
  • Technical experience and knowledge in the areas of Gender/Women empowerment, Livelihoods promotion, VSLA, Enterprise Development, Youth Entrepreneurship and Self-Employment, Youth Innovative Program and, decent work
  • Good knowledge of Monitoring, Evaluation Accountability and Learning.
  • Demonstrated ability to work with a large team of national staff at different levels.
  • Strong documentation and information management skills.
  • Strong negotiation, influencing, and problem-solving skills.
