1. WASH Coordinator

Location: Northern Ethiopia Response (Tigray, Amhara and Afar) based in Mekelle

Salary: As per the Oxfam benefit package

Duration: Fixed Term

Job Summary 

Position holder lead over all humanitarian WASH Emergency response work closely with internal and external stakeholders including government bureaus/offices at different levels in the given geographical levels and Oxfam program and support function teams including program quality and leaning team at Addis Ababa level.

To ensure the quality of project implementation by providing technical support to Oxfam and partner teams, build capacity of technical staffs based on identified clear gaps.

To support and strengthen the humanitarian programme team in conducting baseline assessments, monitoring ongoing projects and provide corrective measures, developing procurement plans, contribute to the development of evidence-based proposals and donor report writing.

Skill and educational background

MSc /BSc degree in Water supply Engineering, Hydraulic Engineering, Civil Engineering, Water Resource Engineering, sanitation/Environmental engineering, Public Health, or any related discipline with an excellent technical understanding and demonstrated experience on WASH.
At least 7 years of solid practical experience as a WASH specialist at senior level and 3-5 years as a WASH TL/ Manager, working at field level in developing countries in various displacement settings.
Excellent technical knowledge of WASH standards and principles with demonstrated capacity to develop effective responses/modalities to identified WASH needs.
Excellent technical skills and practical experience of preparing technical drawing, designs, BOQs and estimates of water and sanitation infrastructure preferably in displacement settings. Particularly, technical skill and experience in designing of water supply systems (Ground water development, surface, Rainwater harvest,) and knowledge and experience in water facility construction and Sanitation facilities (BOQs, ToRs, water storage reservoirs, water points, Latrine construction).
Knowledge and experience in water treatment and quality monitoring.
Demonstrated experience of coordinating / managing WASH programme with large budget and teams (multiple locations).
Excellent understanding and demonstrated experience of implementing integrated PHE and PHP strategies and interventions.
Demonstrated experience of integrating gender and protection into emergency response programmes and longer-term strategies.
Demonstrated experience and ability of working with UN clusters, government authorities at various levels and implementing I/NGO partners.
Has strong community engagement approach and water needs assessment skills?
A proven record of mentoring and capacity building of teams and partners in complex contexts.
Ability to work well under pressure and in response to changing needs.
Excellent communication and cross-cultural management skills.
Excellent command in English language both speaking and writing.

2. Senior Safety And Security Officer

Location: Gambella, Gambela

Salary: As per the Oxfam benefit package

Duration: Fixed Term Contract for one year with possibility of extension

Job Summary:

Safety professionals and other staff tasked with safety and security matters, supported by programme/project managers and other Oxfam staff are to ensure that all Oxfam working locations have the capacity to effectively support the management of safety risks in order to enable Oxfam to effectively meet it’s programme objectives.

Skill and educational background

BSc Degree in Political science and International Relations or political science / peace building and Conflict Resolution, Law from recognized College/University, or related qualification which can added value to the post
Proven expertise in Ethiopia safety context along with good understanding of Gambella Region safety environment and dynamics.
At least five years of practical experience in safety risk management in hostile and/or challenging environments.
Good influencing, communication, interpersonal, and negotiating skills with internal and external audiences including in complex and stressful environments.
Established experience of training, including field-based training.
Ability to work under pressure and not lose sight of strategic priorities.
Capacity to be on standby 24/7 and ready to travel at a short notice.
Good knowledge of English and Amharic languages.
Desirable:
Must be speaking, reading local languages
At least two years of practical experience in safety risk management in the context of UN or NGO humanitarian operations.
Knowledge of other than mentioned above spoken languages and/or dialects in Ethiopia
