1:Learning, Design and Measurement Manager

Location:Addis Ababa

Job Summary 

The position holder directly reports to the Project Coordinator and will lead the SPIR II Learning, Design and Measurement (LDM) activities as required and implementation of the project M&E plans both at the head office and the respective field offices. S/he will also ensure the compatibility/integration of the SPIR II M&E system with the CARE’s systems and strategic direction through PQL unit and network with the SPIR II Consortium (World Vision), other implementing and learning partners to enhance collaboration, adaptation, and learning. Closely works with the CARE field office LDM Mangers and jointly supervises SPIR II M&E Officers and M&E specialist at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts and unroll the SPIR II M&E plan from the Consortium and ensure regular updates to the Indicator Performance Tracking Table (IPTT) including key Feed the Futures indicator.

Due to the growing demand from CARE USA and PQL with CET, the LDM manager is responsible for implementation of tasks given by CUSA & PQl and deliver of the required deliverables with high quality and the meeting the CoB. S/he is responsible to oversee, CARE’s Feedback and Accountability Mechanisms (FAM) work on and timely deliver the required deliverable(s), update PMIS as per the direction of the PQL and CARE for the project s/he will be working for. In addition, s/he will be accountable to providing technical supports & technical management of the field office-based M&E staff, technical support to the project technical staff, and management of the HO based M&E staff and collaborating with the project partners on the respective portfolios.

Skill and educational background

Educational level required: MSc/MA Degree in Development Economics, Development management, MIS, Development Studies and other related fields.
Promotes the vision, mission, and strategic objectives of CARE.
Expereince:
5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree relevant work experience in managing M&E tasks preferably on USAID funded projects focusing on Resilience Food Security, Livelihood, Health & nutrition or NRM &. DRR or similar experiences at INGO on
Experience on Designing, Monitoring and Evaluation (DME) for integrated development programs/projects.
Extensive experience on quality data management in a complex and large program and development of periodic donor deliverables preferably USAID projects.
Proven experience in managing coworkers and providing technical support to M&E staff who are based and work at different locations.
At least 1 year of management experience

Desired :

Previous work experience on PSNP, food security program, DFSA, agriculture extension and gender sensitive M&E, /analytical research is a plus.
Experience on USAID M&E tools including IPRS, IPPTT, M&E tools, and reporting requirements.
Advantageous if the candidate has:
Exposure to work under stress including meeting short deadlines.
Exposure to work with a diversified & large project staff who may have different backgrounds.
Technical Skills Required:
Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and
Ownership, development theory, Participatory Rural Appraisal tools, participatory learning, data gathering, data triangulation and collection and
Use of both qualitative and quantitative data management.
Demonstrated skill and experiences in designing and implementing quantitative and qualitative research.
Analysis and report writing skills.
Experience and skills in using database programs (such as SPSS, STATA, EViews) for data entry, analysts, and reporting and planning and implementation of M&E systems.
Experience in program effectiveness and learning.
Have an experience of working on USAID funded food security/Livelihood Resilience and PSNP.
Experience in managing the M&E activities of a complex program.
Donor report writing skill, self-starter and creative is an asset.
Super user of MS Office products, particularly Access, Excel, or other databases and, graphic presentation and financial spreadsheet programs and Word.
