 1. Learning, Monitoring and Evaluation (LME) Advisor

Location: Addis Ababa

Salary Range : $24,191/year

JOB SUMMARY:

The Learning, Monitoring and Evaluation (LME) Advisor contributes their energy, passion, and skills primarily to supporting LME efforts of “A Rights Based Approach for Enhancing SRHR and Responding to GBV project” (RBA Project) in Ethiopia. The position is a full-time position based in Addis Ababa with frequent travel to project implementation areas/ sites. The LME Advisor leads and provides technical expertise for proper design and implementation of the project’s monitoring, evaluation, and research activities. This includes completing periodic assessments, M&E framework/ indicator development and tracking; database development and data collection forms and processes; development of metrics to assess improvements in program outcomes; project targets/benchmarks; data quality assurance approaches; capacity building; knowledge management, capturing and dissemination of project lessons and ensuring data informs future programming and continuous program quality improvement. This full-time position reports to the Project Director and works closely with headquarters and field-based team members.

LME Advisor is expected to demonstrate passion and non-judgmental attitude towards SRHR of young people and gender equality.

Skill and educational background

Master’s degree in public health, statistics, information systems, epidemiology, health services research, biostatistics, or a related field is required.
Minimum of 8-10 years’ experience on AYSRH and GBV programs with a focus on high-quality design and implementation of LME systems, including DHIS2 and the use of data to improve program performance and policies.
Relevant LME knowledge, skills and experience working in an NGO environment, preferably in INGO sector.
Data synthesis and analytical skills.
Applicants must have experience using both qualitative and quantitative data collection/research techniques.
Experience and awareness of commitment to Gender, Youth & social inclusion in research, monitoring and evaluation processes.
Computer proficiency, including use of MS Excel, Word, PowerPoint, and Access, and experience with the Google Suite preferred; experience in advanced statistical packages preferred (SPSS, STATA, R, ArcGIS, word processing, database, and graphical software).
Experience with the application of qualitative methods of data collection and analysis is desirable (experience in using ATLAS Ti, MAXQDA, Open Code, or any other relevant qualitative data coding and analysis software).

2. Field Program Implementation Lead

Location: Addis Ababa

Salary Range : $24,191/year

JOB SUMMARY:

The Field Programs Implementation Lead (FPIL) under the supervision of the Deputy Chief of Party (DCOP) for the USIAD /LHA will serve as key program staff and member of the Senior Management Team. The FPIL will provide leadership, management and technical support and oversight to EngenderHealth lead USAID/LHA field programs in 4 regions including sub awards implemented interventions. The position holder will be responsible for the overall management and coordination of the programmatic; operational and technical interventions of USAID/LHA. The Field Program Implementation Lead main responsibility will include managing and coordinating the overall design, planning, budgeting, implementation, monitoring, and evaluation of USAID/LHA field program ensuring effective utilization of project resources and enhancing adherence to organizational policies, guidelines and procedures. S/he will be responsible for liaison and representing the filed program and establishing strong partnership and collaboration with regional partners including regional government sector offices, USAID implementing partners and other relevant stakeholders. FPIL will be accountable for the successful implementation of USAID/LHA at the filed/regional level and meeting agreed-upon deliverables/targets.

Skill and educational background

Master’s in public health or related field with background in medicine, public health, nursing etc
Seven (7+) years’ experience in management and supervisory role under a national and multiregional program/project.
Program management experience in areas of Reproductive, maternal, Neonatal, Child and Adolescent Health and Nutrition.
Strong supervisory and coordination skills are mandatory.

The ability to multi-task and keep track of concurrent activities and deadlines.
Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research)
Outstanding ability to interact with experts and collaborators across multiple disciplines, program areas, and cultures with exceptional ability to lead, mentor and support teams.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS:

Fluency in English language proficiency strongly preferred.

Ability to travel up to 50%.
