Chemonics seeks a WASH Services Specialist for the USAID Urban Water, Sanitation, and Hygiene (WASH) Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives:

The Environmental Compliance Specialist will managethe WASH Activity’s environmental compliance, ensures compliance with USAID environmental procedures, ensures proper environmental compliance record keeping and provides backstop support to the WASH team on environmental compliance matters. The specialist will oversee the development of all environmental compliance reports for construction and grants under contract activities.

1: Environmental Compliance Specialist(WASH Service Specialist)

Skill and educational background

Bachelor’s degree or master’s degree in relevant field such as environmental studies, sanitary engineering, water resources or an equivalent combination of education and work experience in a relevant field.
Minimum of 10 years’ experience for Bleacher degree or 8 years for master’s degree of demonstrated experience in WASH and/or international development on donor funded programs.
Good understanding of USAID environmental regulations for environmental compliance. Experience supporting project environmental compliance and/or developing country initial environmental evaluations and EMMPs highly desired.
Strong communications skills, with prior experience providing grants or procurement training to staff and local partners preferred

Responsibilities:

Develop Environmental Mitigation and Monitoring Plans (EMMPs) and Environmental Review Reports (ERRs) for all Urban WASH activities including construction activities under CLIN 002 of the prime contract, or through direct implementation, subcontracts, or grants under contract.
Maintain direct communications with the USAID MEO, REA and COR for all matters related to the environmental compliance, including but not limited to submission of EMMPs, submission of EMMP closeout, revisions of IEE, questions and feedback of environmental compliance matters etc.
Review and approve Environmental Mitigation and Monitoring Reports (EMMRs) for the Urban WASH Activity [DDM1]
Train subcontractors, vendors, grantees, and DCEO staff on EMMP and environmental compliance matters.
Provide environmental compliance subject matter advice to the Urban WASH teams including guidance, mentoring and training to the subcontractors and grantees
Responsible for the management of all environmental compliance records and tracking information
Participate in meetings with the client and other project stakeholders to provide environmental compliance input
Review, develop, and improve the environmental compliance process within Urban WASH and respond to client and senior management needs to optimize the process.
Conduct environmental compliance site visits to inspect project activities and sites
The environmental compliance manager shall supervise short-term technical consultants under the environmental compliance portfolio
Language: Fluency in English with excellent oral and written communication skills required; proficiency in Amharic is highly preferred.
